LETTER SAYS HE IS IN GERMANY Received Feb. 14. 10 p.m. NEW YORK, Feb. 13. The Associated Press of Great Britain's New York correspondent states that Mr. Lowell Thoma, reports the receipt of a letter front Count von Luckner, dated January J. It is written from Germany, stating: “I spend most of my time hunting in the Harz mountains, living in a log cabin, almost oust off from the world. I am happy to have seen nothing but game. The Sea Devil is berthed at St. Ebbins awaiting new developments.’’
