VENUE OF MEETING. Received Aug. 14, 11.55 p.m. SHANGHAI, Aug. 14. A result of Admiral Hart’s arrival is that the Japanese have agreed to transfer the meeting of foreign troop commandants on Thursday to the Municipal Council Building instead of the Japanese naval landing barracks. This is a tactical victory for the United States, representing a compromise between Admiral Hart's yacht Isabel and the Japanese barracks. Rear-Admiral Takeda, as senior officer among the foreign troops, was to have presided, but Admiral Hart outranks him and could have called the meeting aboard his yacht.
