SUBMARINE CONTRACTS
ORDERS PLACED WITH POLAND. WARSAW, Dec. 27. M. 'Tatarescu saw King Carol yesterday in the Carpathian Mountains and handed him his resignation on the ground that the election results show that the Government had no majority in the new Chamber.
