UNEMPLOYMENT LEVY

PARTICULARS OF ACT RATES OF PAYMENT The first payment of the Uncmploy l merit Levy, from all males 20 years of age and upwards, is du© on December 1. Other payments w bo duo on March 1, June J, and September 1. Tho Act sets out that contributors may pay in advance any number of subsequent instalments. In the case where a person attains the age of 20 during tho months in whjch the levy is due, tho first instalment is due on the first day of that month. In the case of any other person, the first instalment shall be duo on tho first day of the months mentioned, after the date of his birthday. Those who default with their payments will be liable to a fine of £5, and a penalty of sixpence for every month or part of a month for which the payment is in arrear. Those who are exempted from paying are: Every person in receipt of an old age pension in respect of the Pensions Act 1926, every native who is not a contributor and who is a halfcaste or intermediate in blood between half-caste ami Maori; every person who, on the date of a payment and for at least one month thereafter, is an inmate of any mental hospital, public or private charitable institution for the relief of the aged, needy or infirm, those requiring medical or surgical treatment, those in prison, reformative or Borstal institution. Those who, on a payment date are enrolled as students and are not in receipt of any salary, will bo exempt from that payment. Th© onus of proving exemption shall be on the contributor.

Xo allowance will be paid to any person who is not a contributor. The allowance will not be paid until a contributor has been out of work for 14 days, and it will not be paid for more than 13 consecutive weeks, unless under special circumstances, or a recommendation being made by the Board. If an applicant refuses or fails to accept employment offered by the Board, or otherwise, no payment will be made. To be eligible for the allowance the applicant must have been a resident of New Zealand for six months.

The rates of payment are a contributor 21s a week; his wife or other person (who is considered by the Board to be in charge of his home and family) 17s (kl a week; each of his children 4s a week. The allowance will be paid to the contributor or to any person for whose benefit the allowance may be, or to any person on behalf of the contributor, or such person benefiting by the allowance.

The book of coupons issued to those who register contains eight coupons and receipt forms covering the quarterly payment to be made over a period of two years. The coupon, which has to be filled in by the contributor, provides space for the name and address of the contributor, together with the name and address of the employer, if any. These coupons, which vary in colour, contain the information that if the levy is not paid within one month of the due date a penalty of sixpence will be added for every month or pan of a month after the first month for which the payment is in arrear. The book may be presented to any money order office for the purpose of making payment. On payment of the levy the counterfoil will be receipted and the coupon detached and retained by the receiving officer Detailed instructions are issued with the coupon book. These state that the book must be presented when the contributor is paying an instalment. Provided the book is produced payment will be received from any person who, on tho contributor’s behalf, tenders the amount of the levy. The statement is made clearly that tho book is not transferable. A further direction is to the effect that any person who is not exempt and who will be absent from Now Zealand on the duo date of any instalment of the levy should pay it before he leaves or make provision fof payment while absent.
