COMMISSIONS BEGIN WORK SOME PRACTICAL SUGGESTIONS. LOOKING TO THE FUTURE. Received November 5, 9.15 p.flß. WASHINGTON, Nov. 5. While the Italian and American Debt Commissions have begun discussions behind closed doors, observers here point out several important facts which, from the point of view of practical politics, will perhaps play a more im portant part in the funding of th*. Italian debt than all the technical mat tors considered by the commissions. There is a probability that Senator Borah may be asked to outline his views concerning Italy’s capacity i ■ pay, in order to prevent defeat, such as with the French. Italy’s desire to bbtain American capital for developing industries is also an important factor in bringing both parties together. Nc gotiations have become futile through the Senate’s rejection of the terms. Senator Borah’s views seem to be not unatlerably opposed to lenient Terms for the first few years, due to Italy’s present unfavourable economic conditions, but the United States should obtain greater sums in future if Italy’s econo mic position improves. ’lnc chief hop' of a quick settlement of the Italian debt problem seems to be in the reported determination of Senator Mellon not to suffer a second reverse.—Aus.N.Z.
