Received August 16, 10.5 p.m. (Reuter.) ' LONDON, August 16. It is reported from Paris that Communist regiments are being dispatched to the interior of Russia with orders to shoot starving peasantry who are trying to cross from one Government to another. A message from Riga states that Litvinoff has advised the American Commissioners that the Soviet will not allow any American who was in Russia during the revolution te accompany the relief organisations. It is contended that this decision is due to the fact that Americans have seen and know too much and could not-be deceived by the Bolsheviks.
