THE MOSCOW CONFERENCE.

LONDON, Aug. 28. Mr. Wilton wires from Moscow that the Soldiers' and Workmen's Council's decision against any strike demonstration, or, interference with the Conference proved insufficient to cope with the Bolshevikas, who engineered the strike of the tramways, arsenals, and factories,: even of the waiters at the hotels and restaurants. Hundreds of members of the A . conference went breakfastless. The Bolshevikas oppose the Conference and are openly defying authority. Unfortunately, the Government has neither'the force nor the authority to checkmate the movement,'*which, if successful in interrupting the Conference, will seize the Government in their own hands.
