LONDON, Feb. 6. Though, officially, Germany alludes regretfully to the rupture, and suggests a misunderstanding, it is pointed but here that this tone is'apparently addressed to neutrals nearer home. Germany seems to have another semi-offi-cial voice for America, one full of deiiance, as revealed by Berlin correspondents' . despatches.
