Ihe Dutch News Agency state/; that reports from Berlin show that German official circles greatly regret that President Wilson has not sufficiently distinguished between Germany's goodwill and the Entente's rejection'of the German peace offer. It is earnestly hoped that ma words will not find an ,echo amongst European neutrals.
