President Wilson declares that a national emergency exists through there being insufficient ships, and a proclamation Ims been issued prohibiting transfer to aliens' registry. / There is widespread discussion as to the possibility of a coalition Cabinet in the event of war. Mr Root who reorganised, the War Department, is m rentm dued as Secretary for War, and Mr 1 art will possibly he a Minister without portfolio.
