A HOPEFUL FEELING.
NEW YORK 3 February 5. The Evening- Poet's Washington correspondent .states that a hopeful feeling is noticeable that the United States may yet find it unnecessary to nee force. By lapee of time Germany may eecure a triumph owing to the United States attitude against bloodshed. Much mil depend on the quick agreement of other neutrals with America's policy, and the declaration of their attitude k' beine anxiously awaited.
