The news that Germany is reconsidering the submarine policy has not surprised American diplomatic circles in London, where it is regarded as simply a proof that the Kaiser is Tingling for time and is attempting in a clumsy manner to play with America. President Wilson's action 'is virtually an ultimatum. Germany merely wants to make it appe.v: that she is badly treated, having done everything possible to conciliate American officials.

American telegrams state that Washington knows nothing about negotiations or concessions.
