Some military critics in London opine that the sudden announcement of a policy of frightfulness was largely intended to tempt ■- General mvelie and Sir Douglas Haig to launch a premature offensive to enable Hindenburg to judge where the chief blow will fall. The German headquarters' staff is anxious to attain some eaify tanglible result before the Allies' plans are fully matured. ■ •
