British shipping circles anticipate that 200 German ships valued at fifty million sterling, which have refuged in the United States, will b3 placed in commission and used to carry cargoes to Allied ports.. There are thirty-one in New York alone, to the value of twenty-eight millions. If the South American Republics act similarly about one-third of Germany's mercantile fleet will be re^leased.
