LONDON, Feb. 3. «t, . ,«r *ork correspondent of T °J dt Weekly' states that the General Staff has formulated plans for immediate action in the event of war. Two million troops are raisable yearly tor two years. The General Staff's scheme includes American factories for munitions and supplies.
