HURRYING TROOPS WESTWARD
RIGA OFFENSIVE UPSETTING THE GERMANS.
PETROGRAD, Feb. 4. ihe Nord-Sud Agency states that the suspension of the German offensive on the Roumanian front tends to confirm the reports of a westward movement of German troops, with a view to recommencing an offensive on the Western front, as in 1916,/ On the other hand, the Russian offensive in the Mitau direction is upsetting German arrangements and seriously menacing the German left flank.
AMSTERDAM, Feb. 4. The "Telegraaf" states that Fafkennayn has arrived at Muenster. Many troops have concentrated there. The mihtei-y have seized all the schools. ' (Muenster is the capital of WestP h'™a > 101 miles by rail north by east of Cologne, and is the centre of many railways leading to the Dutch and Belgian frontiers.)
