LONDON, November 28
The "Times" says the German press is deprecating the shedding of the blood of leaders of economic and intellectual life while a hundred thousand convicts are safe behind lock and key. The press advocates the latter's utilisation in labour battalions, strictly controlled for dangerous work behind the front or in munition factories.
