ADMIRALTY CHANGES URGED.
PROPOSED ARMING OF MER= CfiANTMEN.
Received November 28. 1.15 a.m. LONDON, November 27. The "Daily Telegraph," in a weighty leading article, advocates arming merchantmen. Every ship should have at least one gun, preferably two, forward, in addition to a gun at the stern. Bombs for piratical boarders are also worthy of consideration. The paper adds: It is known that steps are being taken 'to strengthen the Admiralty. Young, active brains must be brought to bear on this new phase of naval warfare.
