RUSSIAN POLITICAL CRISIS.
A BLOW TO PRO=GERMANS.
Received November 27, 9.15 p.m. ' LONDON, November 26. The "Morning Post's" Petrograd /correspondent says: Russia's political crisis was merely the result of a universal desire to settle accounts with Germany in the most thorough manner possible. Many causes combined to spread the conviction in the public mind that certain Ministers' actions were not in harmony with the nation's war wishes. This explains Jdae formation, by an overwhelming majority, of the Duma Into a solid bloc, for the first time In the Duma's history. The Bloc's spokesmon have now plainly demanded Ministers * with whom they can work. The real significance of the Army and Navy Ministers' recent speeches in the Duma is that they were the most independent of &11. Ministers can only address the Duma with the Czar's express permission, so that their statements env phasising the value of the Duma's ?o-operation are hailed as tantamount to an official declaration that the Duma will not be dissolved as M. Stunner proposed.
