THE KAISER SNUBBED.
HINDENBURG'S COMMAND
LIMITED
BERNE, Aug. 10. The Kaiser, co-operating with the Hungarian. Government, arranged Hindenburg's appointment. Austria, assented. But such was the arrogance of German rejoicings, reflecting on the Austrian generals, that they became agitated, and embittered negotiations resulted in the limitation of Hindenburg to his former command, in addition to the armies of the Archduke Leopold, Linsingen and Ermollis. His commmand will thus extend from the Baltic to Tarnopol. The Archduke Charles has been appointed to command the remainder from Tarnopol to Roumania, including the armies of Bothmer, Koeves, and Pflanzer. The re-arrangements are regarded as a snub for the Kaiser, and reveal Austro-German rivalry.
