In the matter of the AVanganui Harbour District and ' Empowering Act, 1913, the Harbours Act 190S and tho Local Bodies Loans Act 1913 and the amendments thereof respectively. PROPOSED LOAN OF £150,000. jHnHE AVanganui Harbour Board (here--L inarter called " the Board") hereby gives public notice that the Board in exercise of the powers and authorities vested in it by the AVanganui Harbour District and Empowering Act 1913 (hereinafter called "tho said Act") and all other powers it thereunto enabling proposes to borrow subject to the provisions of the said Act and the Harbours Act 1903 and its amendments the sum of £150,000 (such loan to be called "The AVanganui Harbour Board PortDevelopment Loan of £150,000") to bo applied in or about the construction of such harbour-works as the Board may from time to time consider necessary or advisable for the requirements of or for improvements in tho Harbour of Wanganui, also the erection and. construction of all such cranes, sheds and works for the improvements of the r>siid harbour as are judged necessary by the Board for the safety, convenience, or reception of vessels resort-ing to the (said harbour, and for the more con\ renient loading and unloading of such vessels, or for the safety and protection of any works constructed or proposed to be constructed by-the Board, and for providing proper access to and from such works, also for the purposes aforesaid the purcliase or lease and tho opening up and working of quarries and the provision of all necessary means for the conveyance of the output of such quarries to any part of tho Harbour of Wanganui or lands adjacent thereto under tho control of the Board, also in or about the payment of the costs and expenses of and incidental to the .said Act or incurred in connection with the borrowing of any money so borrowed and the first year's interest and sinking fund on any amount so borrowed during the construction of the works for which the loan is raised, and also the amount (If any) owing by the Board on bank overdraft at the time when such loan , is raised, and that for the purpose of providing a sinking fund for the liquidation of the principal sum raised under S the authority of the said Act, the Board in every year proposes !to 'set ia.sido out of the revenue of the Board a. sum equal to ten shillings per centum on the amount of all unredeemed bonds, . debentures, and other securities given to secure the said loan or any part thereof previous to tho then current - year, and pay the same to Sinking Fund Commissioners to bo appointed by the Board under the provisions of tho said Act, and that on tho consent to the raising of the said loan of tho rato--1 payers of the AVanganui Harbour Dis- . 1 trict being ascertained in manner pre- - scribed by the Local Bodies Loans Act . 1913. the Board in order to raise the . said loan proposes to issue 1500 debentures of £100 each under the seal of tho Board payable thirty .yoai\s after the issue thereof and secured under tho . Harbours Act 1908 as a first char^o on all moneys in the Harbour Fund eluding the proceeds of any rates that maybe levied from time to time by the Hoard under the AVanganui Harbour 1 District and Empowering Act 1913) excepting moneys pledged as security for any loans or appropriated to any par- ■>- ticular purpose prior to- the issue of h such debentures, but that no money be 3- borrowed under this proposal at n. rate 3S which shall produce to the lender a 8, higher rate of interest than £5 per centum per annum.
