ABMY EBCEIVES NEW ORDERS.
SOLDIERS TO TAKE FIRST PLACE

As a result of the Zahern affair, the War Office has issued new orders making obligatory the use of weapons if required to remove obstacles in the way of official activity or to ward off attacks on military persons and property. It is decreed to be right for a soldier to use his weapons to repel attacks on the honour of himself or others. _ Ttfie orders enunciate the principle that the military may not be employed as a mere reinforcement of the police; if help is necessary, the military commander shall remain in sole control until the emergency'has passed.
