LONDON, Dec. 22. The "Pall Mall Gazette" considers the failure of the committee of inquiry into the granting of loans by the India Office to Stuart and Samuel to^ unanimously agree and refer the matter to the Privy Council, has increased the muddle. .
It is not a matter for legal puifdiiw, but what a man owed to himself and his constituents. •
