M. Poincare, speaking'alternately in the Ohamber and the Senate, said h© hoped for an : early settlement of the Balkan trouble, but if. war resulted France would offer mediation. He anticipated that peace when signed would rest on a solid basis. The Balkan allies rose in the name of justice and liberty, bespeaking France's goodwill in judging their work, while the Turks would i*etain a considerable empire, enabling them to continue fruitful relations with France.
