NEW GOVERNMENT PROCLAIMED
12,000 TROOPS SENT TO THE CITY

The Reform- Government has been proclaimed in Hankow. . The revolutionists have informed the Consuls that ali. treaties and loans already contracted will be respected. .
Hwang, tho civilian leader of the insurgents, is believed to be a former associate of Sun Yatsen.
It is reported that the soldiers at Hupeh have not been paid for a year.
Yin Chang, Generalissimo of-the Northern Army, has ; been ordered to Hankow with 12,000 Imperial troops.
