The friendly reception by the London newspapers of the Kaiser's projected increase of the navy is appreciated in Berlin. PARIS, October 31. A deputation from tbe French Africa Society, headed by M. Soller, the African explorer, asked Si. Delcasse, Minister of Foreign Affairs, to negotiate with tin other Powers in order to obtain the permanent neutralisation of Delaga Bay.
