AMD HIGH COMMISSIONER OF WESTERN PACIFIC. APPOINTMENT OF SIR PHILIP MITCHELL. (By Telegraph—Press Association—Copyright) LONDON, June 15. Major-General Sir Philip E. Mitchell, who till recently was chief political , officer on the staff of the G.O.C. in East Africa, has been appointed Governor of Fiji and High Commissioner in the Western Pacific, in succession to Sir Harry Luke. Sir Philip was specially selected in January last year as chief political officer to General Wavell. Sir Philip Euen Mitchell was born in 1890, being the fifth son of the late Captain Hugh Mitchell. He completed his education at Trinity College, Oxford. In 1912 he was appointed Assist-ant-Resident in Nyasaland. On the outbreak of war in 1914, he joined the King’s African Rifles, rising to the rank of Adjutant in 1917, when he was awarded the M.C. In 1918-19 he was A.D.C. and private secretary to the acting-Governor of Nyasaland, later being appointed Assistant-Political Officer in Tanganyika Territory. Promotion to Assistant Secretary of Native Affairs followed, and in 1928 he became Provincial Commissioner the same year, secretary for Native Affairs, Tanganyika Territory. In 1934, he was appointed Chief Secretary. From 1935 to 1940 Sir Philip was Governor and Commander-in-Chief of Uganda.
