SOUTH AFRICAN ROADS BILL TO BE CUT. NATIONAL PLAN HELD UP. The programmes of national road construction in the Union of South Africa are likely to be seriously curbed this year. Provincial Administrations have been asked by the National Roads Board to cut down their expenditure on this work. The position is that the Treasury has found itself faced with requests for allocations from the board, the Provincial bodies and all Government departments far in excess of what it can comfortably face, and there has been a general and severe pruning. Mr Havenga, Minister of Finance, during his Budget speech emphasised the necessity for curtailing the loan account in all directions, owing to the difficulty of borrowing large sums at reasonable rates of interest at the present time.
