A suggestion was made to the Hastings Borough Council at its last meeting by Senior Sergeant O'Neill that "a by-law should be passed requiring all bicycles to be registered at a fee of Is per annum. The Mayor pointed out that the idea was to stop thieving. The council should help the police in every way it could. A councillor remarked that the fee would be a good insurance for the cyclist. There was a good deal of cycle thieving going on. The council adopted the proposal, only one councillor being against it, his reason being that the idea wag;a good deal biger than ;it. Ipoked' on paper.
