As the county clerk (Mr A. J. Maclaine) had complained that certain holders of heavy traffic licenses had refused to supply the mileage demanded by the Act, the Marlborough County 'Council decided that court proceedings he instituted (states the Express). Cr E. Nees said it was simply stubbornnesls on the part of the motor owners concerned! that rendered prosecution necesasry.
