A BLOCKED DRAIN.
IN MANGAPIKO RIDING. A deputation of three Mangapiko riding ratepayers waited on the Waipa County Council on Monday re a culvert having been blocked up near Mr Ham's property. A neighbouring settler had lately blocked the culvert, preventing the surplus water getting away. The county workmen had been obstructed in carrying out remedial measures. The drain would benefit the road in the properties near by. The deputation asked was the Council going to allow itself to be defied by a ratepayer, who had, it was asserted, expressed his accord some years ago but now opposed any proposal to lower the culvert to give a better flow. "The road is bad enough in all conscience," asserted one deputationist. Crs Alexander and Macky and the engineer explained the position to the Council, Mr Civil mentioning that the objector had pointed out that it would be a fair thing if the other ratepayers served would assist him in connecting up the outlet. Some of the settlers had gone along with this intention, but had been prevented from doing so. The culvert had been put in many years ago tod high to serve all the swampy area, and now that the swamp had consolidated it was necessary to lower the culvert. Apparently the objector was unwilling to have more water turned down on to his property but it was contended that a clear drain would take the water direct to the lake instead of it lying in a wide swampy area. The engineer was demited to again confer with the recalcitrant ratepayer, and councillors hoped that an amicable arrangement would be come to.
