MELBOURNE, Yesterday The Williamstown Garrison Artillery and the Commissariat Corps have disbanded refusing to accept the retrenched scale of pay. With a view to check the exodus of farmers to New South Wales the Minister for Lands intends to introduce a bill for the selection of mallee lands on easy terms. Over 1,000,000 acres are available. (Received noon.) ADELAIDE, This day The State Advances Bill provides that the Government shall take over the business and funds of the Savings Bank. In place of half, as previously, they will be allowed to advance two fifths of the entire funds on mortgage and other securities, two-fifths on invested securities guaranteed by the Government or Municipal bodies. The remaining fifth will be retained in cash. The total advances are not to exceed £3,000,000, while the advances on security of land are not to exceed half the unimproved value. The Bill prohibits the issue of notes by any private bank after March, 1896, when the Savings Bank will take charge of the issue of notes, SYDNEY, This day Sir Henry Parkes has issued a manifesto, which chiefly consists of a bitter attack on Mr Reid, the Premier, and his policy. He makes an appeal on behalf of Federation, which he claims is true Freetrade. He strongly advocates local Government and a proper system to put an end to the vexed unemployed difficulty.
