He emphasised the need for careful diplomatie preparation, especially regarding the programme. ITALY’S REPLY. ACCEPTANCE IN PRINCIPLE. ROME, July 31. The Minister of Foreign Affaire, Count Ciano, informed the French Ambassador and the English and Belgian Charges d ’Affaires that Italy will be glad in principle to participate in the Locarno Powers’ Conference.
