FIRST STATE TO RATIFY REPEAL OF DRY LAW. (Received Tuesday, 8.45 p.m.) DETROIT, April 4. Incomplete returns of a State-wide referendum indicate a three to one vote against prohibition. It appears that at least 75 out of a hundred delegates will be pledged in favour of repeal at the forthcoming convention, thus making the State the first to ratify the Twenty-First Amendment.
