THE BOROUGH BY-LAWS.
(To the Editor.) Sir, — In ease ex-Councillor J. W. Andrews’s letter of this morning should convey the impression that I have been guilty of a want of courtesy, I wish to state most emphatically that at no time have I been approached by this gentleman, either personally or by telephone. In fact, it has not been my pleasure—as far as my memory serves me—to have even seen him since my return home. —I am, etc., F. W. TEMPLE.
