INQUIRY SET UP A SURPRISING INCIDENT. FARIS, Dec. 17.—A surprising incident marked the opening of the commission' appointed by the Chamber to inquire into the sources of party funds employed in. the May election campaign, with special reference to the extent to which Moscow funds were utilised. The first witness, Senator Brilliet, (Seine), who is regarded as a political agent for the Union des Interets Economiques, refused to take the oath on the ground that he would be compelled give the names of men who had given 'him mqney, or demanded money, or who had received election funds. Thus he would risk legal penalties. The Commission, after unavailing pressure, decided to refer the point to the Minister for Justice.
