THE SHIPPING PROBLEM.
■The greatest problem thqt faces the mew ImiptariaH IGfovemment is that relating to shipping. A cable received last night .stated that there had 'been a decrease cf 1,18-3,625 tons in the in-coming shipping for November, compared with the sainfe month Olast jiear. For the' 'last eleven months the tonnago/decreased - -by 3,2My)Qft tons,; cofflpatpd ~with, £ho £retious eleVeii; months." 'This" reveals a very grave situation so far as (Great Britain is concerned. The new (Government will probably make strenuous efforts to increase the output of shipping.' Tt must be remembered, however, that the enemy has 'threatened a still more active submarine campaign as from January Ist. What seems really to bo required are active measures to destroy the German submarine base and to otherwise cope with the menace to shipping.
