DECLARES HER INDEPENDENCE (Received Last Night, 8.15 o'clock.) ST. PETERSBURG, January 1. ' Btiriat Djorjieff has arrived at Urga from Lhassa. He announces that Tibet has declared her independence and that the Dalai Llama ha« ascended to the throne. He seeks a- treaty between Tibet and Mongolia, also an agreement placing Tibet under the protection of Russia and Britain, the latter being offered freedom of t;ade. with a right to exploit Tibet's national J resources and construct railways aJid telegraphs. i I
