THE FISCAL QUESTION. WITHDRAWAL OF CONFIDENCE. RESIGNATION OF LORD SALISBURY. Received March 12, 9 a.m. LONDON, March 11. The executive of the East HertsUnionist Association withdrew its confidence from Mr A. H. Smith, the sitting member, because of his attitude on the fiscal question. Lord Salisbury, in a latter dissenting from the decision, resigned the presidency of the association, and described Mr Smith as one of the best representatives in the county, adding: "The fiscal qucstiun is only a part, and not the most important part, of the Unionist policy."
