One hundred anJ nine leading members of the Oxford Congregation are petitioning for the abolition of the Herbert Spencer lectureship at Oxford Universiy, endowed by Shyamaji Krishna Varma, who is living in Paris and stirring up sedition among the Indian students in Grest Britain. Balfour, speaking as a guest at the City of Liverpool Guild banquet, referring to the Peer's action in passing the Indian Councils Bill, said that there was the weight of official experience in the House of Lords on Indian subjects, whereto the House of Commons never could pretend to aspire.
