GENERAL STAFFS SYSTEMAN EXPLANATION. Received March 1, 9 a.m. LONDON, February 28. Speaking at Brighton, the Right Hon R. B. Haldane, Secretary of State for War, detailed the General Staffs system. The defence of Britain, he said, would be put as far ahead by recent plans as a motor was ahead of a horse carriage, if the colonies adhered to homogeneous methods.
