GENERAL STAFFS SYSTEMAN EXPLANATION. Received March 1, 9 a.m. LONDON, February 28. Speaking at Brighton, the Right Hon R. B. Haldane, Secretary of State for War, detailed the General Staffs system. The defence of Britain, he said, would be put as far ahead by recent plans as a motor was ahead of a horse carriage, if the colonies adhered to homogeneous methods. Rapid concerted action would oe a deterrent to foreign aggression. The army estimates show a decrease of £24,000, and a reduction of 1,800 men on the establishment. Mr Haldane, in a memorandum, states that recruiting for the regular army is remarkably brisk.
