Count Komura, Japanese Minister for Foreign Affairs, speaking in the Diet, insisted on Japan's good relations with all the Powers, The alliance between Jnpam arid Britain, he said, stood on an enduring foundation.

- Japan was relying on the sense' of justice of Americans regarding anti-Japanese legislation. Japanese should, he declared, concentrate in the Far and the Government was enforcing the restriction of emigration to the United States. Count Komura annouced that Japan would notify the Puwers in 1910 of the .termination of all existing

commercial treaties—giving a year's notice —with a view to negotiating new treaties on a basis of reciprocity.
