THE REICHSTAG DISSOLVED. ■ Beceived December 14,11.24 p.m. BERLIN, December 14. The Reichstag, by 178 votes to 168, rejected the supplementary credit for South-West Africa. Prince Bulow read the Imperial message dissolving the Beichstag. Prince Bulow previously dwelt on the folly of proceeding in South-West Afr.ca with; an inadequate force at a crtiioal moment. There was a risk of a serious spread in th 9 risings, and of having to re-conquer the natives, with a disproportionate sacrifice, or lose the colony for ever. The Centre believes that its campaign against the unreformed colonial abuses will strengthen its position in the country. The Government were faced with the alternative yesterday of bendiDg or breaking, and relied on the possibility of obtaining a majority through Borne split in the Centre on patriotic grounds'

GERMANY'S MILITARY HONOUR AND PRESTIGE. PRINCE BULOW'S APPEAL. THE CENTRE WARNED. Received December 14,11.46 p.m. BERLIN, December 14. Prince Bulow asked whether Germany was going to imperil her military honour and prestige before the world, and appealed to the Reichstag not to incur a national Bin by shirking the final effort, lie warned the Centre that the Government would not yield its desires in the! interests of particular parties when the nation's honour was in question.
