Received November 23, 10.16 p.m. NEW YORK, November 23. .Mr Leslie M. Shaw, United States Treasurer, addressing the Mississippi Commercial Congress, strongly urged the creation of an American Mercantile Marine, enabling merchants to tap markets where American goods are almost unknown.
