EMPEROR OF ANNAM.
STARTLING ALLEGATIONS
SAIGON, October 5. The Saigon newspapers assert that the Emperor of Annam is a criminal maniac. It is alleged that hj« tortured to deatb several of his wives by viviscctioD. One journal also admits that he sacrificed bis mother in the cause of science by shutting her in a room with two plague patients. The Emperor, it is stated, refused to receive a Frenoh resident who went to try and remonstrate with him.
