THE PRESENT PARLIAMENT. •THREE REMARKABLE CHAR- ' AOTERISTIOS. Received May 16, 32.9 a.m. LONDON, May 15.* Mr Winston Churchill, speaking at West Hartlepool, stated that Parliament exhibited three remarkable characteristics, viz., its willingness to accept Sir Henry Uampbell-Ban nerman'a guidance, the Opposition's lamentable weakness, and the Labor Party's influence w&ioh greatly increased the House's wisdom, earuestness and diguity. It was a misohievous falsehood to imply that the Liberals desired to impair the principle of colonial self-Gdvernment. He applauded Lord Selbourne's loyalty, and hoped that a rioh reward would attend bis labours.
