MOROCCO.
GERMANY'S PROPOSALS.
Received March 11, 4.49 p.m. MADRID, March 10. Germany, through Austria, proposes that France and Spain shall organise the police at seven of the Moroccan ports, but that Casa Blanoa shall be under Swiss or Dutch instructors, who like all the police, presumably, are under the control of the Inaoeotor General. LONDON, March 10. The Times says that Germany thus enforces international surveillance.
