President Roosevelt has addressed to Mr Taft, Secretary of Wnr, a long letter reciting the Japanese achievements in tbe war with Russia, especially dealing with Admiral Togo's operations. Morgan's Syndicate, formed to underwrite stock in the International Mercantile Marine Company of New York, has gone into liquidation.
