ROZH DESTVENSK Y'S ALLEGATION.
Received January 5, 8.43 a.m. LONDON, January 4. The St. Petersburg correspondent of the London Daily Telegraph says that Count Witte, the Russian Premier, and Count Larcsdorff, Russian Minister of Foreign Affairs, are surprised at Admiral Rohzdestvensky's statement that the British fleet was concentrated at 'Veihaiwei on the eve of the battle of Tsushima, expecting to receive orders to annihilate the Russian fleet if Admiral Togo failed. Count Witte remarked that no level-headed Russian would attach any importance to the allegation. The Times' St. Petersburg correspondent says:—"Admiral Rozhdestvensky desires to strengthen the impression that his defeat was due to the worthlessness of Vice-Admiral Diebogatoff's division, and drags in England in order to absolve himself and prepare public opinion for his acquittal and rehabilitation." ROZHDESTVENSKY EXPLAINS. Received January 5, 11.22 p.m. ST. PETERSBURG, Jan. 5. Admiral Rozhdestvensky, in another letter, declares that bis statement concerning the British fleet constituted his private view, which he was entitled to express as foreigners do not hesitate t& express their opinions regarding Russia's acts and intentions.
