Thren entries to be made for each race, or the public money will not be given ; and another race may be substituted. No entry to be received for any race except upon this condition: — That all disputes, claims and objections, arising out of tbe racing, shall be decided by the Stewards, or a majority of them, and their decision on all points connected with carrying out of the above programme to be final.
